The Los Angeles meter maid department has recently set up more revenue posts (more commonly called "parking meters") on the south side of 5th Street, immediately east of Spring.
For many years, this odd bit of roadway made the parking meters and no
parking restrictions (during rush hour) on the other half of the block
stupidly pointless. That half the block was off-limits at certain times
only contributed to congestion. As motorists came up the sharp incline,
the seemingly empty lane would be blocked, and the lanes to one's right
were often filled with buses blasting by as a direct result of the
speed required to ascend. That may soon no longer be the case, but one
cannot help but wonder what moron or morons allowed this to go on for
so long.
